2025 Report against DHSDC and its subcontractors .Washington DC, February 1, 2025.By CKSFelipe.
The three specific problems for which Celia KSFelipe needs legal representation, defense, lawsuit and compensation in the Washington DC courts are AGAINST three damages that were repeated from 2021 to December 2024, which I develop below:
1) The damage that is already irreparable and irreconcilable is the disability caused by tuberculosis, which he already had and was discharged, but the disability caused by tuberculosis is a fact of damage to health caused by the Department of Human Services. Tuberculosis is on the list of disabilities in the USA.
2) the damage from noise pollution which is one of the consequences for which she has had to use earplugs for 4 years from 2021 to December 2024, that is the second irreconcilable problem because it is a threat to hearing ability , among other threats (stress, rest and sleep, quality of life, English studies, etc.). Noise pollution is an attack on health, a threat to health and hearing ability (ear pain problems are already a reality and existence) and in addition noise pollution is a breach of the law and title 4 of the US code against noise pollution. This is how the DHSDC and its subcontractors: Handy, MBIHS and N STreet Village ORG. were in violation of the law EVERY DAY from 2021 to December 2024.
3) the damage of four years of multiple discrimination , that makes it different from this claim of other residents of the same programs.
In those four years, 11 complaints and 17 sub-complaints were filed, and all were received.
Four years of 29 complaints against discrimination in health care cannot be reconciled. The disability of tuberculosis cannot be reconciled; we cannot reconcile the threat of hearing capacity;... and we cannot reconcile a series of discriminations in health care among other discriminations (ostracism-sunstroke and isolation in employment and hiring of paid jobs; discrimination in postal mail; discrimination in transition benefits to housing or apartments, that a regular resident of those programs transitions to their new apartment after 3, 6 or 8 months). What makes Celia different is that she was discriminated against for 4 (four) years in the transition benefit to the apartment-housing and we cannot reconcile all that discriminatory time.

9-10-11 MBIHS Supervisor and 2 Case Managers assigned Housing Specialists (2023-2024).
The Washington DC Human Rights Officer for complaint #17111 OHRDC:2023 when he received and attended to the complaint, at the scheduled appointment, said two specific tasks:
1) With the assistance of specialist housing case managers, leave the HANDY PROGRAM location where they do the damage.
2) Find a civil law attorney who is willing to represent the claim and compensation in the Washington DC Courts.
About discrimination:
Disability from tuberculosis; Threat to hearing health with noise pollution; High level of stress ; Contagions to epidermal health ; Threats to mental health ; In addition, discrimination from gender violence and discrimination from ostracism - isolation among other aggravating factors.
Tuberculosis Disability :
She was infected, they already did the damage, she had a treatment of approximately 10 months where she took 12 pills, every day until she was discharged from tuberculosis, after being discharged from tuberculosis, the discriminations to the respiratory system and health have been systematic in the Handy program place from the year 2021 until the month of December 2024.
There is a record of respiratory illnesses that she contracted, in that place recently her primary doctor at Mary Center Clinic, prescribed her an antibiotic for an apparent pneumonia that she had contracted in the same program where she has been residing since 2021, (Handy program has had 2 (two) different addresses, but it has always been the same discriminatory staff, and it has always been the same program that threatens the health of this Artist and Author.
Noise pollution :
Her hearing health was threatened and the Department of Human Services program, along with its subcontractors, was in violation of EPA noise pollution laws.
Every day for four years, DHSDC and the Handy Program violated the noise pollution law. They were causing noise pollution and she was forced to wear earplugs for four years. She had the problem of ear pain, but she also made the detailed list of noise pollution damages and this is what made the difference because she was dealing with noise pollution for four years in this program subcontracted by DHSDC.
Discrimination, ostracism and isolation .
The group of institutions formed by: the inclusive staff of the Handy program; the "N Street Villages Organization", the MBIHS and its contractor, the DC Department of Human Services (2021-2024), practice systematic ostracism and isolation in employment, freelance art services, and postal correspondence. Facing this discrimination for 4 years makes this case different. We made complaints that we have against multiple postal seizures (Bank of America debit cards), secular and LGBT memberships, among other discrimination in postal mail.
Repeated art galleries and art exhibitions requested postal mail as part of their exhibition requirements, and were discriminated against with isolation to postal mail.
Celia K San Felipe's own books, which she publishes and is the author of from her publishing houses, were discriminated against in the postal mail resource for four years (2021-2024). She could not receive her own books from Scriba New York City and VERBUM Spain-Europe from Amazon. These discriminations in postal mail were made by the DHSDC and the inclusive staff of the Handy program.
EXTENSIONS of the REPORT on OSTRACISM and ISOLATION DISCRIMINATION in employment and hiring from October 2021 to December 2024.
It is very important that in the place where Celia got the legal employment documents from the government and USCIS when it was March 2024 , and where she got social security when it was May 2024, which are mandatory documents that are requested when hiring a job, two fundamental documents in the United States, when an immigrant like Celia wants to access legal employment, it is important that once you have those documents (already obtained by Celia), the place where she resides is the same place where she got them (in this case in Washington DC), in that same City Celia had to have SIMULTANEOUSLY obtained the TRANSFER to immediate EMPLOYMENT and hiring, free of any form of glass ceiling .
By March 2024, she should have obtained many or "several" employment and hiring responses for the paid work of the services that Celia offers, and thus avoid displacement in the United States, which today may be the most important cause of forced displacement when glass ceiling discrimination arises from government offices, which define themselves as INCLUSIVE in the DHSDC and in Program Handy, which operate from within the Government between October 2021 and December 2024.
Celia San Felipe, Immigrant Woman, has been in compliance with the regulatory documents required by the American and international labor market for 10 months. At the same time, during the Trump Presidency #45 2019, she received her first AWARD LATIN AMERICAN BOOK from CALIFORNIA together with her SCRIBA NYC EDITORIAL Group. And she received her second AWARD LATIN AMERICAN BOOK from CALIFORNIA in 2023. At the end of the podcast I list Celia Karina San Felipe's distinctions and merits.
But she has been unemployed for 10 months when she is eligible for employment?
Since March 2024, there have been approximately 100 applications sent and delivered for employment, and not a single response. So we are thinking that something serious is happening in the hiring system that should already have this author-artist "with international merits" employed, who is constantly active in volunteering and collaborating in Washington DC, around the world, and in the USA.
What is happening that we have to force her to move and travel to another state in the US so that she can have her job contract "without the discrimination of the glass ceiling"?

Today, the renowned international artist and author is facing this situation that she is reporting because it began to look like a trafficking network, beyond the situation of financial and economic violence in which she is residing and that may force her to move to American states that are friendly to employing Celia.
AGGRAVATING
The aggravating factor, which is what most harms Celia Karina San Felipe, is the five years she has been without legal work authorization, which was the reason why she was not allowed to be employed, so the account that runs after so many years of unemployment, we must add the time when she receives the document from the GOB in March 2024.
The INCLUSIVE Office had five years to have Celia ready for immediate placement UPON RECEIVING the SCHEDULED LEGAL DOCUMENTS FOR EMPLOYMENT.

The Handy program from its inclusion offices had a monopoly from 2021 to December 2024, during and after the delivery of the work permit document from the GOB and USCIS that was granted to Celia Karina San Felipe in March 2024.
I am a testimony to the negligence of the INCLUSIVE Government Offices during their 4 years in Washington DC.
What is happening to CELIA today is an LGBT+ visualization and testimony that was monitored for five years by the "useless people who represent inclusion" in the Department of Human Services, by the useless people who represent inclusion in the Handy program, by the useless people who represent inclusion in the N Street Village Org., by the useless people who represent inclusion in the MBI HS. All of those useless people monitored Celia for five years and were unable to generate immediate employment when she received legal employment authorization granted by the GOB / USCIS 10 months ago.
The useless people who represent inclusion in the offices of the DHSDC and its Subcontractors in the government made the transition to unemployment and precariousness from 2021 to December 2024.
Intelligent people will see that these useless people are a burden that does not allow them to move forward.
In five years they were not able to have a job ready, in five years they have not been able to have the responses to the applications for the job he applied for ready.

Los tres problemas específicos por los cuales necesita Celia KSFelipe la representación legal , defensa , demanda y compensación en los tribunales de Washington D.C. son CONTRA tres daños que se reiteraron del 2021 hasta diciembre 2024, los cuales los desarrollo a continuación:
1)El daño que ya es irreparable e irreconciliable, es la discapacidad de tuberculosis, la cual ya la tuvo y le dieron el alta, pero la discapacidad de tuberculosis es un hecho de daño a la salud que hizo el Departamento de Servicios Humanos. La tuberculosis está en la lista de discapacidades en USA.
2)el daño de contaminación acústica que es una de las consecuencias por las que ha tenido que usar tapones en los oídos durante 4 años desde el 2021 hasta diciembre 2024 ,ese es el segundo problema irreconciliable porque es una amenaza a la capacidad auditiva , entre otras amenazas(estrés, descanso y sueño, calidad de vida, estudios de inglés, etc).La contaminación acústica es un atentado a la salud , una amenaza a la salud y capacidad auditiva ( los problemas de dolor en los oídos ya son una realidad y existencia) y además la contaminación acústica es un incumplimiento a la ley y título 4 del código de EEUU contra contaminación de ruidos. Es de esa forma que el DHSDC y sus subcontratados: Handy, MBIHS y N STreet Village ORG. incumplían TODOS LOS DÍAS con la ley desde el 2021 hasta diciembre 2024.
3)el daño de cuatro años de multiples discriminaciones, eso lo hace diferente a este reclamo de otras residentes de los mismos programas.
En esos cuatro años se hicieron 11 denuncias y 17 sub-quejas, y todas fueron recibidas.
No se pueden reconciliar cuatro años de 29 quejas contra la discriminación a salud. NO se puede reconciliar la discapacidad de tuberculosis; no podemos reconciliar la amenaza de capacidad auditiva;... y no podemos reconciliar una serie de discriminaciones a la salud entre otras discriminaciones (ostracismo-insolación y aislamiento al empleo y contratación de trabajos remunerados; discriminación al correo postal; discriminación a beneficios de transición a la vivienda o apartamento ,que un regular residente de esos programas la transición a su nuevo apartamento se hace a los 3, 6 o 8 meses ). Lo que hace diferente a Celia es que fue discriminada por 4 (cuatro) años en el beneficio de transición al apartamento-vivienda y no podemos reconciliar todo ese tiempo discriminatorio.

El oficial de derechos humanos de Washington D.C. de la demanda # 17111 OHRDC:2023 cuando recibió y atendió la denuncia, en la cita programada ,dijo dos tareas puntuales :
1) con la asistencia de case managers especialistas de vivienda, salir del lugar de HANDY PROGRAM donde hacen los daño .
2) buscar abogado de derecho civil que quiera representar la demanda y compensación en los Tribunales de Washington DC.
Sobre hecho de discriminación:
Incapacidad de tuberculosis ;Amenaza a la salud auditiva con contaminación acústica; Alto nivel de estrés ;Contagios a la salud epidérmica ;Amenazas a la salud mental ;Además la discriminación de violencia de género y discriminación de ostracismo -aislamiento entre otros agravantes.
Discapacidad de Tuberculosis :
Fue contagiada, ya hicieron el daño, que tuvo un tratamiento de 10 meses aprox. donde tomaba 12 pastillas , cada día hasta que se obtuvo el alta de la tuberculosis ,luego de conseguir el alta de la tuberculosis las discriminaciones al sistema respiratorio y a la salud han sido sistemáticas en el lugar del programa Handy desde el año 2021 hasta el mes de diciembre del 2024 .
Hay un registro de enfermedades respiratorias que contrajo, en ese lugar hace poco tiempo su doctora primaria de Mary Center Clinic , le recetó un antibiótico por una aparente neumonía que había contraído en el programa mismo donde está residiendo desde el 2021, (Handy programa ha tenido 2(dos) diferentes domicilios, pero siempre ha sido el mismo discriminador staff, y siempre ha sido el mismo programa que amenaza la salud de esta Artista y Autora.
Contaminaciones acústicas:
La salud auditiva la tuvo amenazada y el programa del departamento de servicios humanos junto a los subcontratados incumplían con la ley de la epa contra la contaminación acústica.
Todos los días, durante cuatro años el DHSDC y Handy Program incumplido la ley contra contaminación acústica. Contaminaban con ruidos y se vio obligada a usar tapones durante cuatro años. Tuvo el problema de dolor en los oídos ,pero además hizo la lista detallada de los daños de contaminación acústica y esto es lo que hacia la diferencia porque estuvo con contaminación durante cuatro años en ese programa subcontratado del DHSDC.
Discriminación de ostracismo y aislamiento.
El grupo de instituciones formadas por: el staff inclusivo del programa Handy; de la "Organización N Street Villages" , el MBIHS y su contratador el departamento de servicios humanos del DC(2021-2024), Practican un sistemático de ostracismo y aislamiento al empleo, al servicio de arte freelance , a la correspondencia postal . Enfrentarse a esa discriminación por 4 años hace a este caso diferente. Hicimos denuncias que tenemos contra los secuestros postales múltiples (tarjetas de débito del banco of América). Membresías seculares y LGBT , entre otras discriminaciones al correo postal.
Reiteradas galerías de arte y exposiciones de arte solicitaban correo postal dentro de los requisitos de exposiciones , y fue discriminada con la isolacion al correo postal.
Los propios libros de Celia K San Felipe donde ella misma publica y es autora desde sus editorales fueron discriminados en el recurso de correo postal durante a cuatro años (2021-2024). No podía recibir desde Amazon sus propios libros de editorial Scriba New York City y de VERBUM España-Europa. Esas discriminaciones al correo postal, las hacia el DHSDC y el staff inclusivo del programa Handy.
AMPLIACIONES del INFORME de DISCRIMINACIONES de OSTRACISMO y AISLAMINETO al empleo y contratación desde Octubre 2021 ha Diciembre 2024.
Es muy importante que en el lugar en donde Celia consiguió los documentos de empleo legal del gobierno y USCIS cuando era marzo 2024 , y donde consiguió el seguro social cuando era mayo 2024 , que son documentos obligatorios que se solicitan en la contratación al empleo ,dos documentos fundamentales en los Estados Unidos, cuando una inmigrante como Celia quiere acceder al empleo legal, es importante que una vez que se tiene esos documentos ( conseguidos ya por Celia), en el lugar donde reside es el mismo lugar donde los consiguió ( en este caso en Washington DC) , en esa misma Ciudad Celia tenía que haber conseguido SIMULTÁNEAMENTE la TRANSFERENCIA al EMPLEO y contratación inmediatos, libre de toda forma de techo de cristal.
En Marzo 2024 tenía que haber conseguido muchas o"varias" respuestas de empleo y de contrataciones al trabajo remunerado de los servicios que ofrece Celia, y así evitar el desplazamiento en los Estados Unidos ,que hoy puede ser la causa más importante de los desplazamientos forzados cuando la discriminación de techo de cristal, surgen desde oficinas del gobierno , que se autodefinen INCLUSIVAS en el DHSDC y en Program Handy, que operan desde dentro del Gobierno entre octubre 2021 hasta diciembre 2024.
Celia San Felipe Mujer Inmigrante está completa con los documentos reglamentarios que solicita el mercado laboral estadounidense e internacional, desde hace 10 meses.Simultáneamente recibió durante la Presidencia de Trump #45 2019, su primer AWARD LATIN AMERICAN BOOK de CALIFORNIA junto a su Grupo de EDITORIAL SCRIBA NYC. Pero hace 10 meses que sigue desempleada cuando está habilitada al empleo?????
Desde marzo 2024 tiene aproximadamente 100 aplicaciones enviadas y entregadas por empleo ,y ni una sola respuesta.Entonces estamos pensando que algo grave está sucediendo en el sistema de contratación que tendria que tener ya empleada a esta autora artista ,"con méritos internacionales", que está en permanente actividad de voluntariados y colaboraciones en Washington DC, en el mundo, y en EEUU.
¿Qué está sucediendo que tenemos que forzarla a desplazarse y viajar a otro estado de USA , a modo que pueda tener su contratación en el empleo" sin la discriminación del techo de cristal"?
Qué es lo que sucede luego de 10 meses de aplicaciones y más aún, cuando las aplicaciones se hicieron con el formato americano, creado por agencias de colocación al empleo de New York TEN y ASYLUM WORK de Washington DC ? Las agencias de colocación al empleo y sus especialistas de Estados Unidos contactaron a Celia y le hicieron su RESUME y Cover Letter , a modo de aplicar con ese formato americano que está enviando.
Es algo preocupante y alarmante que a CKSFelipe , no se haya puesto en el empleo , antes de diciembre del 2024. Hoy la consagrada autora artista internacional, tiene esta situación que está denunciando porque empezó a parecer una red de trata, más allá de la situación de violencia financiera y económica en la que está residente y que quizá necesite forzosamente desplazarse a estados americanos amigables con emplear a Celia.
AGRAVANTE
El agravante por otra parte que es lo que más perjudica a Celia Karina San Felipe, son los cinco años que ha estado sin la autorización legal de trabajo que era el motivo por el cual no se le permitía emplearse, entonces la cuenta que corre posterior a tantos años de desempleo, hay que sumarle el tiempo cuando recibe el documento del GOB. en marzo de 2024.
La Oficina INCLUSIVA tuvo cinco años para tener a Celia en condiciones de una colocación inmediata AL RECIBIR los PROGRAMADOS DOCUMENTOS LEGALES AL EMPLEO.
¿Qué hicieron con esta inmigrante autora consagrada y artista bajo el monopolio de la Oficina Inclusiva del DHSDC y sus subcontratadas Oficinas Inclusivas de Handy, NStreet NW and MBIHS ?
Las Oficina Inclusivas la pusieron en una continuación de la pausa luego de marzo 2024!
Que inutilidad de la Oficina Inclusiva de no poner inmediatamente en el mercado laboral a la Autora Consagrada.
La Oficina Inclusiva la colocó bajo el sistemas discriminatorios durante 5 años crueles de precariedad, de toda clase de necesidades, fue irresponsable.
Las oficinas negligentes de inclusión en el DHSDC y la oficinas negligentes de inclusión de sus subcontratados Handy, MBIHS y N STREET VILLAGE, tienen y deben reconocer los problemas y los errores que cometieron y sus irresponsabilidades. Los inútiles que representan a la inclusión en las oficinas del DHSDC y sus Subcontratados en el gobierno hicieron la transición al desempleo y a la precariedad desde 2021 a diciembre 2024.
La gente inteligente va a ver que esos inútiles son una mochila que no permiten avanzar .
En cinco años no fueron capaces de tener listo un lugar de empleo ,en cinco años no han sido capaces de tener listas las respuestas de las aplicaciones al empleo que hizo.

DATOS datos del Programa Patricia Handy segun investigacion del 12 de Abril 2023 (se complementara este post en agosto 2023).
Programa Patricia Handy es entidad subvencionada por la agencia, el Departamento de Servicios Humano (DHS). Ha sido identificada por la Sra. Celia Karina San Felipe (Denunciante en adelante ) e informa que la entidad subvencionada denunciada tiene el nombre del Patricia Handy Place for Women.
Como se describe en el Reglamento Municipal del Distrito de Columbia, es el Programa Handy DHS entidad del gobierno del Distrito de Columbia , quien debe asegurarse que sus entidades subvencionadas deben satisfacer los requerimientos de cumplimiento de la Ley.
La queja presentada por la Sra. Celia Karina San Felipe el día 17 de marzo de 2023 indica que la entidad subvencionada la Discrimino con su Staf de Policiales, Uniformados y Asociados Case Managers antes del mes 23 de Marzo 2023 y desde Octubre 2021.
